UK / US adjective
1) Category A drugs are the ones that bring the most severe punishments if someone is found guilty of using or selling them. They include heroin, cocaine, and lsd.
2)
a) a Category A prisoner is someone who would be extremely dangerous if they escaped from prison and must therefore be guarded very closely
b) used for describing prisons for these prisoners
